International Neuroethics and its Challenges: IBI and IEEE Perspectives

This session will explore critical challenges in international neuroethics, bringing together perspectives from the International Brain Initiative (IBI) Neuroethics Working Group and the IEEE Neuroethics Framework Wellness Working Group. With a roundtable format, it will facilitate deep, interactive discussions on pressing ethical dilemmas surrounding the global management of neural data and the regulation of wellness technologies. By addressing these topics in a collaborative, multidisciplinary environment, the session aims to identify pathways for translating ethical frameworks into practical, internationally relevant solutions.

Description

In the rapidly evolving landscape of neuroscience and artificial intelligence (AI), the responsible development of neurotechnologies stands as a critical imperative. The International Brain Initiative’s (IBI) Neuroethics Working Group, in conjunction with the IEEE Wellness Group, will organize a collaborative roundtable to delve into the multifaceted ethical considerations surrounding neuropsychiatric data and AI integration into neurotechnology. By convening expert members of the above WGs and experts from Asia, the roundtable aims to:

• Highlight the challenges and opportunities in managing neural data and wellness technologies from an international perspective.
• Foster a deeper understanding of cultural, social, and ethical factors influencing global neuroethics.
• Identify actionable strategies to bridge theoretical frameworks with practical implementation in diverse regulatory and cultural environments.

Speakers will participate in a group discussion facilitated by the two moderators and choose one or more topics from the following list and give their comments for the above purpose.

• How can the academic community ensure compliance without interference of regulatory bodies?
• How can dialogues between researchers and regulatory entities be facilitated?
• What are field-specific challenges
• How can we foster collaboration in a world that is becoming less collaborative?
• Pick 2 questions from audience

By leveraging insights from a diverse group of experts, this session will lay the groundwork for ongoing collaboration and innovation in international neuroethics, drive meaningful discourse and chart a path toward an holistic governance framework that translates high-level normative ethical principles into global standards that guide research, clinical practice, and consumer applications. Moderators will close discussion by summarizing discussion points like how efforts of the IBI and IEEE can converge.
